Chibi has no abilities at all, she's just a normal human girl. She's mostly dependent on Draco to do the fighting.
Draco, despite his small size, is pretty strong. He's so far a normal Dark Chao, so he also has skills in swimming, flying and speed.
Weakness:
Besides that Chibi has no fighting power, she's a bit of a...ditz, doesn't think things straight. Very childish and imature, and rushes ito things without thinking. Too trusting, and has a big, BIG sweet tooth. While she is aware her digimon can be troublesome, she is unaware that he tends to hypnotize her to gain higher forms.
Draco is pretty immature, he's impulsive and love to make heroes and goodie-two-shoes look like jokes. Sometimes he doesn't know his own good and get into trouble.

Chibi is a kind girl who never see the bad side of her friends, and love to see new places and events. She knows the concept of god and evil, but that doesn't stop her from trying to make friends with anything like a demon, which i possibly why she was partner with the trouble maker, Dracmon. She's a bit like a female Naruto, so she won't back down when her friends are in danger or threatened
Draco is an immature chao who loves to meddle and pull of pranks, he uses his cuteness and appeal to an advantage and lure people into a trap.
History:
Not much to say about their history. Chibi was a normal girl in Empire City who got herself an egg from the Chao Garden. While the girl had a good heart and raised the chao right, she... fed him a lot of certain fruits she didn't know were dark. When Draco evolved, his personality was very mischievous.
